Does anyone have any idea what the Speed Control module on my 91 pickup v6 is for?
It's located right behind the fuse panel on the driver side. Could it be a limiter? In fourth gear I can only get to around 4,000 rpms and 85mph

It's not a limiter. There is a rev limiter on the 3Vze, but it's implemented in firmware inside the ECU and is set around 5700-6000 rpm.
The limit you're running into at 85 mph is likely just a horsepower limit. A Toyota pickup or 4runner isn't particularly aerodynamic, and the 3vze just doesn't have enough power to push it much faster than that. To be honest, a high center-of-gravity 20 year-old 4wd is not the right vehicle for going that fast in the first place.
