2000 Tacoma - can I add 16" wheels

I want to lower RPM for highway driving. Can anyone tell me if this would be enough to improve mileage? I have a 2.7 4 WD.

it will only lower the RPM if the overall diameter is larger. the wheel doesnt change anything if the outside is the same. ex, a 195/70/14 is the same diameter as a 215/45/17 roughly.

Thanks for the reply about the stock wheels and bigger tires. So, I assume I can put the 33's on the stock steels wheels. But I do not know what revtechs are. Are they longer shocks or wheels?
