1994 reg. cab only has rear brakes

1994 reg. cab only has rear brakes
I just picked up a 94 with a 22RE, It only has rear brakes. Could this be caused by the load sensing valve above the rear axle? The rod that connects the valve the the rear axle is broke off from the valve. Or would it be the master cylinder?

Not necessarily.
The valve senses pressure from the front brakes and if the front brakes don't have pressure, the valve gives full brake pressure to the rear wheels.
If the rod were broke, and the stub at the LSP-BV were tied up high, it would allow full pressure to the rear brakes.
If the rod stub was allowed to droop, the rear brakes wouldn't get full pressure.
