Tilt column slips. Doesn't lock

Tilt column slips. Doesn't lock
1986 4Runner
Anyone have experience with the column not locking in place. Locking lever moves, column moves, but will only stay locked in all the way up or all the way down.
Pulled the column, and I see the gear in there but not what it locks to.
Any help, write ups, known parts to replace,ect.
