alternator overcharging

I've got to bring my multimeter home tonight and confirm, but on the gauges, the alternator is overcharging, somewhere right around 16-17V. Likely a voltage regulator shot?

The other issue is, when I turn my blinkers on, either way, the "overvoltage" drops to normal range, and every time the lights flash it goes back and forth.

Lights on - voltage down, lights off - voltage up, lights on - voltage down, etc

I just recently got my hazards working, but forgot to check to see if they are doing the same thing.

IIRC When I turn on my blower motor it constantly brings down the "overvoltage" as well. Will confirm that tomorrow when I start it up.

So, just some initial insight, think I'm looking at effed up wiring, or all alternator issues? Any other posibilities?

Im pretty sure it says in my profile, but;
1985 4runner, standard, 22RE, all electrical stuff is stock as far as I can tell, missing the radio and all speakers.

A defective battery can trigger the alternator to overcharge. Check all your contacts, and do a load test on the battery. Or pull your alternator and have it checked at autozone or any other chain parts store.
