truck wont start on fuel

truck wont start on fuel

thing just wont start on fuel when its cold.it will however fire right up on starting fluid.then continue to run fine.and when its warm or at least its been fired up,it will start.
there is fuel in the bowl so i know it has fuel.
whats the deal.
