is it possible to cut and make a targa top for a 89 toyota 4runner?

Sure. Blaze the trail and tell us how it was If you do, I'd add a cage hoop behind the front seats (if not a whole cage) and tie it to the back bar.

I saw one around Denver back in the early '90s and it looked pretty sweet.
