Delay 2-3 shift cold

Delay 2-3 shift cold
Just would like to find out if anybodies elses 3 gen A/T are doing this or maybe I have a trans acting up.
I just got my 4r about 1 month ago, have about 85,000 miles on it, and I'm very happy with . BUT I've notice when it is cold (sitting overnight) and I drive off in it, 1-2 shift is fine , but there is a delay in the 2-3 shift, the RPM's get above 2000 and cruising about 25-30mph then finally getting a shift. The shift feels normal and smooth and you would not notice it if you were not looking at the gauges.
this ONLY occurs on the first 2-3 shift and does not happen again till it's cold again. I have all the previous repair history and the fluid has been change every 15,000 miles.
Is this a way of Toyota warming up the trans for O/D? . Thanks
