Just my input, 45x60 looks way to big on second gens. It sits way to high and sticks out the sides and looks bad. Unless you are really gonna load it up withh 300 pounds and go on an expedition I suggest a smaller model, such as a BVG. I have one of those now and like it.

The one pictured is a 45x50 Surco, I sold it because I thought it looked goofy.

the only real reason i want one is to put lights on the front, and some backup lights in the rear. and to possibly carry my spare.
the looks are OK, but still kinda goofy.

Do you guys think these racks significantly decrease mpg's? Any tests with & without?

With the rack itself I did not notice a difference in mpg. Once I threw a spare on top of it, I noticed a big loss. Probably around a 2mpg loss in the city.

Costco has a nice Coleman Safari rack, and it's only 75.00 shipped.
