Check the green VSV valve on the passenger fender, This is over look alot.
The VSV can sometimes get water in it and rust or plug.

The route the vacuum follows is,, 2 lines from the throttlebody to the EGR modulator (Note a Fat hose from the EGR exhaust tube connecting under the ERG modulator)

Then fro the EGR modulator to a hard tube going under the upper plenum then comes out and connects to the GREEN VSV.
Then from the GREEN VSV back to a hard tube going back under the upper plenum and out right next to the EGR valve.

Vacuum accures durring throttle, Hook a vaccum gauge. and rev it.

While its running you can try force Carb cleaner back through the vacuum outputs of the throttlebody.
