Vacuum Port on Air Chamber (stamped 813) - should it be plugged? PICS

Vacuum Port on Air Chamber (stamped 813) - should it be plugged? PICS

I couldn't find in the manual what this part is called... I've had the truck a few months and every time I've been under the hood this port was open. While we were pulling the engine for a rebuild I found this small plug wrapped in teflon tape that oddly fit right in the port. Is it supposed to be there? We didn't find any disconnected hoses so figured that wasn't what is missing. The part is stamped "813" but upside down... 1989 4Runner 22RE
