Toyota corolla 4AF (sorry about the off-truck topic but I have a 22r as well)

My 89 corolla (carbureted engine) has trouble starting. The only way I can get it to go is to set the distributor at 20BTDC and start it. When I hit the throttle it bogs down and dies. I pulled the air cleaner off and blew cleaner in the carb. No changes. Check the vacuum lines, and some of the VTV (for the reed valve to the air cleaner) and the VTV for the throttle position have engine oil in them. They still blow through, but are somewhat restricted. How the hell did oil get in here? What do I do to clean it out? You guys have always been super helpful. Help!!!!
