Flashing 4WD lights on dash, looked around the forum got a good idea where to start. Question is this, im not sure what gear im really in. It does not feel like 4WD, the car feels normal. But when I put it into neutral and shift the 4wd lever to low, there is a definite change in the shifting and it feels to be in 4wd. Is that just my rear wheel locking? Am I running in 4WHI all the time?

Arent 2001-02 4runners all All-Wheel Drive? I'm pretty sure the 4wd is just for locking the center differential. Then 4lo is...well 4lo.

I did some additional reading and did not know about that until well now. Thanks for guiding me to the right direction.

Flashing 4wd lights mean 4x4 is not yet engaged. Your 4runner is 2x4 untill you press the 4x4 switch. Once you hit the switch shift to neutral for a few sec and back to drive. It should go into 4x4 and the lights on your dash will be on soild. Then, to lock the center diff, do the same method after hitting the lock center diff button. When u do this, the trac lights will come on which is normal ( no more traction control) When you shift to 4L, you will feel a difference in vehicle speed/tourqe.
