When I was under hooking up the new o2 sensor I was checking it out. I actually got the whole thing welded because I originally thought it was a huge exhaust leak since I never have any luck with those exhaust clamps.

not trying to sound cynical or anything of the like, but it seems as if you have already checked out everything that can be a problem, and everything is perfectly fine, so there must not be a problem.
given that, what is different between your setup and what is normal?
EGR blocked? Hmm... what else would the ECU expect to have working properly and is not?

Mmmm, and you double checked all the mounts? The motor, and the tranny mounts? And the tranny crossmember.....and I'm sure you already have.....but

You could also have a loss of balance in the propeller shaft, the differential, the torque converter......my FSM has 10 pages of mechanical system tests for noise and vibration and stuff.......

This was my last thing to check. I just am not 100% sure it could be the mounts this since my idle is choppy (hovers around 500 when in "D").
Considering I am using a higer octane gas and also have the correct resistor in the EGR plug I would not consider this the issue. We can go back and forth about how the EGR is there for a reason but quite frankly I highly doubt it's my issue.

let's go over the causes of a lean mixture- you're getting the code for a prolonged 'lean' condition, not a code for an O2 sensor malfunction
1) unmetered air entering the engine (vacuum leak in the intake)
2) insufficient fuel being metered in proportion to the air being drawn in (maladjusted AFM, fuel injectors)
3) faulting O2 sensor (well, no code for that- the ecu is pretty smart)
4) faulting AIR system (what's that? go look)
5) exhaust leak (causes the O2 to read lean)
6) EGR system malfunction (high exhaust temps can fool the O2, not to mention the chemical reactions that are supposed to take place don't so there is more "O" in the exhaust than the ECU expects and consequently a 'lean' mixture)
You're not dealing with an Eclipse or MAF or MAP sensor equipped vehicle. Stop overanalysing the problem and realise the system isn't perfect. The devil is in the details here. It's not a simple x=y problem with an older toyota.
Oscilloscope... point, trace, methodical, eliminate....

matthew... it let's the air through, so it must not be malfunctioning, after all, if it was broken it was already checked.

I doubt it, Tony. Those are things not noticeable at a stationary idle.
