Double-cardan joint cover bolts -- two long, two short

I removed the cover for the front double-cardan joint to grease it, and noticed upon re-installation that two bolts were long, and two were short, but unclear which went where. The threaded inserts are the same at all four sites, and there's plenty of clearance above all four bolts. Anyone recall which bolts went where from the factory, and any good reason why two are shorter than the other two?

In the parts diagram they do show two different bolts, assuming I'm looking at the right part. 91511-60810 and 91511-60830. It also seems two of the bolts have nuts.
Here's the diagram i pulled up

FWIW, all four bolts appeared to have captive nuts in the upper plate. Or maybe after 36 years they just became captive.
