86 22r idle, and mpg issue.

Hey all, I just replaced my 22r with a rebuilt one, it smells like it runs super rich, and when it first starts, it misfires and smokes a little, once it's warm, it idles between high and normal (it might be a throttle cable issue), and the smoke goes away. The idle tends to stick a little higher with little spurts of idling at 900, and other times at 1500, and it smells super rich. I'm pretty positive that I hooked up all the vacuum lines up correctly, and it's timed at 5 (with advance plugged in, I'm at about 3000ft elevation) It runs like a champ, but it also only got 13.5 MPG on the first tank that I filled it up with. I didn't mess with the carb adjustments at all, just transferred the whole intake and carb onto the new motor (which it got 20ish MPG before the rod started knocking in the old motor). So I'm a little stumped and don't know what to troubleshoot first. (IE choke, vacuum, fuel, etc.) If you guys have any ideas for me to try I would appreciate it. Thanks in advance.
