when to repack wheels berarings
I have a 2000 tacoma prerunner with 85000 miles. While I was getting my wheels balanced I was checking out my chit while it was up in the air. I spun my front tire after it was balanced and the tire did not spin freely, it spun maybe two to three revolutions and then stopped. is this normal? I would seen that it would make the truck run harder to spin the front wheels. oh I have 32x15 tires and getting around 15 mpg too.

IIRC you have sealed bearings, no way to repack, only replace.
otherwise when a brake job is done is a great time to do it. more frequently when water is in the picture.

Don't forget you have disk brakes, so the pads are always lightly touching the rotor (even when the brakes are off), and that friction is enough to slow down the wheel rapidly when you give it a spin. Take a prybar or large screwdriver, and pry the pads back away from the rotors (push the caliper pistons back into the caliper). Now try to spin the wheel... should be a lot easier.
