Question what caues no adance in timing??

I have a 2rz out of 96 tacoma with distributor igntion. I have the timing light hooked up and get no advance in my timing when i rev the motor. It sits at about 3.5-4 degrees BTDC constantly. Does anybody have any ideas?

I'm not sure but possibly the ECU is in limp mode. Is there any CEL?

thanks for the reply mt goat. I know that I will have a check engine light on but I don't have it hooked up yet I was in the process of hooking up an obd 2 port to run the computer for codes but found out that my motor wasn't equipped with obd2. This is wierd cause i was told that it is a 96 motor and everything 96 and up has to be obd2 compliant.
