Throttle Body HELP!

OK, so I was cleaning the TB for the first time since we bought this truck (18 months ago) 2002 Sport, just turned 105K miles.
It was really clean as I have cycled the Lucas injector cleaner through the tank several times.
I noticed that the butterfly valve only opened to about 25% when I moved the throttle cable by hand, and the cable had alot of slack in it at fully open.
Is this normal or do I have some adjusting to do?

Yes, its normal.

The cable has slack because no one is operating the pedal on the other end, taking up the slack.

The '02 Throttle bodies are electrically controlled, so it wont open all the way when you do it by hand.
