stealership tune up outcome

ok, i was complaining in a post before about my 91 auto runner that vibrates in gear with foot on brake so i went to toyota service station to hear their opinion. They caught me for a tune up and to check whats wrong.
And after spending 250 cdn bucks, this is their report:

#6 wire is dead, replaced spark plug wire set, checked compression#6-reading was 90 psi ("too low"). ran engine pretune (carbon remover chemical) thru intake to remove any carbon deposits ("no difference"). will need to pull cylinder head off and replace valve(s)-1500 cdn.

What can you say guys on the service and possible new work quotation?

How do they know it is valves only, could be rings or something simple (like bent or broken valve spring). just throwing out ideas. I took my in for service (didn't have the time to fix myself) cause it was skipping bad and they said same thing, needed valve job and new plug wires. So i parked it until I had time to look @ it. I found out when I pulled the cover off that #3 exhaust valve spring was broke off @ the top. I replaced the valve spring and still runs like a champ 2 years later. I would get a second opinon just .02

I think the #6 exhaust valve is notorious for going out on these...

Definitely. Never hurts unless you have to remove a bunch of stuff to diagnose it. Hopefully it's something easy to fix.
