yep, they are welded on. They do have tiny holes (maybe 4?) that helps water escape but the slightest amount of mud or dirt will block those holes.
If your gonna off road, stick with regular steelies...cheaper, way lighter, and less likey to catch rock rash on one of those protruding bolts.
