80 20r p/u what is the green connector by battery

There is a green connector by my battery. It has 2 wires coming out of it (green and red). the red one is connected to my positive battery post and the green one is not hooked to anything. My CHG light stays on and my battery drains. I have checked the alt. (auto zone), it was good, and it is a brand new battery. I was poking around with my multimeter and the green one has 14 volts on it. is this why my battery is going dead? if so where do i hook the green wire to...positive along with the red one? i know that voltage isnt getting to the battery from the alt. because running or not i read the same voltage at the battery. I have used the search but havent found anything about this specifically. also have a haynes manual and got nowhere with that. thanks in advance for any help.

UPDATE!!!! i ohmed some wires out and found that it was directly related to my CHG problem. i hooked the green one to my positive post and the CHG light went out and the battery is charging. so maybe this will help someone else.
