Maybe some silicone oil or some graphite would work.

Wd-40 is what you want. It disperses the water so theres nothing to freeze up.
Just stick the little hose into each lock, spray a little, wait, spray a little more then work the key back and forth. Do this 2-4 times to all your locks. Should clean out all the gunk too!
