stuck egr valve on 93 Camry

Sorry I know this isn't a Toyota truck, but I don't know of any other forums that I would trust.

So my friend has a 93 camry w/ an I4 engine, and it seems that his EGR valve is stuck open. He pumped gas from a different gas station one day, and his car stalled. Long story short, his engine mount broke off because the engine shook too much, had the mount replaced, had a ground reattached that had come off, and then he was on his way. Then the car stalled again, he brought it in, they disconnected the hose going to the EGR valve and plugged it with a small piece of wire. They said if his car runs fine for a couple days like that, then they need to replace his EGR valve.

So my question... Is there any way to unstick an EGR valve by spraying carb cleaner or Seafoam through it? My friend doesn't want to spend $300 in labor and parts on a car that probably isn't worth $500...

Sure, I heard brake parts cleaner works good, if you pull the EGR off the engine. I like the carb cleaner/Seafoam idea, I use it for random things like that if it's what's handy.
