How to remove head locating pins?

I going to have my block decked and I can't get the head locating dowel pins to come out. It's a 89' 22r block (22re head).

I've soaked them with PB Blaster and then use a Butane Torch but I still can't get them to budge.

Can I punch them trough the block and retrieve them with a magnet?

Should I just drill them out or just have the machine shop deal with it (already mangled one pin).

How did you guys get them out?

If you already mangled one, I'd say it's worth a few bucks to let the machine shop pull them and re-install them. My 0.02....

When I did mine I let the machine shop deal with it.
