Hand turned compression test

Hand turned compression test
I just got the timing chain on the sprocket and i was hand spinning the crank around to see how the compression is looking and these are my results:
1- 30psi
2- 60psi
3- 60psi
4- 30psi
Why are the 1st and 4th cylinders showing such a low reading? would bent valves cause that?
UPDATE:
I put air into the cylinders and the exhaust valves on cylinder 1 and 4 are leaking, what a shame, head is coming off now :/
