It's 48 in lbs (That's INCH-pounds, not FOOT-pounds). Use a torque wrench, and tighten them in a few passes (example. First pass to 25 in lb, second pass to 35 in lb and last pass to 48 in lb). Use a criss-cross pattern when tightening the bolts, starting at the center of the cover and working your way towards the ends of the cover.
