Black soot on valve cover

So I opened my hood today to jump start my truck and noticed a black soot on my valve cover. Its mostly around the front where the plaque reads "22R-E". I checked the oil when I was under the hood and it was slightly low. Where is this soot coming from?

It is probably just dust that has stuck to some spilt oil. The oil fill cap is right above the 22R-E sticker.
