1991 4 runner 4 wheel drive not working

Hey guys I have a 1991 4 runner and the 4x4 isn't working it still has the self locking hubs not manual it's a 3.0 5 speed. So when it's in 2wd my CV axles spin and my front driveshaft does too and I can't move it by hand, but when I put it in 4 wheel drive it doesn't work, like it goes into low range and high but only the rear tires spin. I don't know what to do if someone could give me some ideas on what it could be that would be cool

sounds like your not getting 4x4 when your in 4x4 mode-switch issue?

Please clarify the bold section above. Exactly what does and what does not move when in each selector position.

Add tests

Power to the relay? Activation signal to the relay?

Power out of the relay to each vacuum switch?

Both switches, in place plugged in, vacuum lines routed correct?

Manually test the actuator.
