83 bad mileage / poor throttle response

ive now had my 83 for a week or so and ive already changed the head gasket and purchased a new radiator and various other things

my questions are

im getting terrible gas mileage this is a totally stock engine too and ive got stock sized street tires on it at the moment its like it was when it rolled off the showroom floor
from what i know the engine was recently rebuilt strangly it has the double timing set but has the 84 exhaust emissions hook ups
it has a terrible exhaust leak im guessing thats whats causing my horrible mileage

another question im having is it seems to have no punch at all i mean the throttle is the throttle you can either go slow or go to the floor? and it sometimes sticks im quite confused at how a 1983 22R should perform i thought all engines had a little draw back effect when you floored it seems like it doesnt effect it half way is the same as punched

thanks to anyone who gives me some insight! ive never owned a toyota before so i dont really know how to diagnose or tell how they should perform!

mine sticks too. i would rebuild the carb, thats what im doing next week... the 22r is a slow motor dont expect power without gears, header back exhaust, a cam, some intake, and yet it still will be slower than most.

im getting 11 avg. wether it be city, highway, wheeling, its a consistant 11mpg. luckily gas isnt bad here and i dont drive it everywhere.

well my only beef with the engine is is my gas mileage i thought that stock 22r on stock tires would get me 20+ mpg but at the moment there is a fat leak right off where the header connects to the downpipe and im guessing the loss of backpressure is causing it to suck gas, and on the carb it was recently rebuilt looks brand spanking new but whenever i floor it it sticks for a few seconds sometimes it doesnt its weird..

What kind of gas mileage are you getting?

Two very simple things to pep it up some: Adjust the valves, you can do it cold by going .001 under the specs listed (I think specs are .012 and .008). Then advance the timing just a little. Factory is like 5deg BTDC, I advanced it a little more than spec. Fairly peppy, I won't say powerful though. Then get that exhaust leak fixed and it should run pretty strong.
