Changed my starter and still get nothing but clicking

I have an '84 pickup that was running fine till a few days ago. It doesn't like to start when it's cold but it always does. After a couple attempts to start I turned the key and got nothing but clicking. My first thought was the starter so I replaced it. Still getting nothing but clicking. The battery is fine. My stereo, headlights, blinkers, etc. all work fine. My only other thought is the ignition switch but I'm not sure. Any thoughts?

clean and tighten the battery terminals maybe add a extra 4ga ground to the frame

Does it start if you jump start it?
Do you get a full 12 volts to the battery post on the starter? what about at the signal wire to the starter?
