im going to replace my old torsion bars with upgrade, replacing nuts bolts- but should i replace the half moon spacers??

Why would you replace them? They aren't wearable parts and will stay perfectly useable until the end of time.

yeah, but definately get the new bolts from Toyota BEFORE you even try to turn the old ones, lol, cause if they do snap (with they do almost ALL of the time), then you're left stranded till you get new bolts 
and remember to THOROUGHLY coat the threads of the bolt with antiseize; it'll make the job a LOT easier, and make any adjustments much easier too
