I know sounds CRAZY! but i'm wanting to lower my COG. currently running 4" suspension with the 3" body lift on 35's

well hell..just get rid of the spacers all together.
but yea, cutting them wont make them weaker. That rubber is dense and strong.

watch the spacer on the steering rod you might need to remove it if your kit had one to begin with. And your bolts will be way too long. so you'll probably need to get new bolts. iwas thinkin about doin the same thing. and cutting the spacers is fine just make them straight and level.

i have to check the steering rod. i figured the front bumper brackets, steering, all spacers, radiator bracing, and the fill tube for the gas tank. anything i forgot?

Won't hurt the blocks, just make sure to get the cut square so the blocks sit flush as those kind of blocks can fracture with uneven weight on them. Also, figure on getting new body mount bolts, most bolts only have an inch or so of thread on them, so at 2" shorter, the nuts will bottom on on the unthreaded part of the bolt.

Just an FYI that dropping 2" in body lift will only lower your CG about 1/2":
