22r Timing problem

my distributor is set all the way retarded but my timing is way advanced. what could be the cause of this problem?

Tooth off on the timing chain, or you put your distributor in a tooth off. Pretty easy fix if its just the dizzy.

Pull valve cover
Roll up to TDC and make sure the cam and crank marks are lined up
Pull distributor and reset per FSM

everything is set right. but timing is still off and theres a lag at around 4000 in second gear and on to third gear. if i put the distributer a teeth off the timing comes better but theres a really bad lag.
