If you don't have good spark on a cylinder, all the unburned gas goes out the tailpipe. Is that what you mean by running rich? If so, check the plugs, plug wires, distributor cap.

The firing order is 1-3-4-2... 3 & 2 are on opposite sides of the distributor... so how are the distributor cap, wires, plugs, rotor? ... the bearings in the distributor shaft?
Are all the spark plugs' gaps adjusted properly?
Have you tried adjusting the valves?
Is the cold start valve leaking when the engine is running?
