This is making me crazy. The idle is 2k plus the idle screw is all the way in. No intake leaks that I can find, vac line was cracked fixed still same problem. Checked throttle body and TPS all ok. Only thing left to check is the iac valve. How do I check it the screw is all the way in so maybe that is the problem.

That most likely is the problem. The car when cold shouldn't even hit 2k RPMs and when idle and in gear, should only be 500-800 RPM.
I took the throttle body off and found the coolant passage for the iac valve was plugged up and so was the iac valve. I took jb weld and filled the air hole in front of the butterfly valve and put it all back together. With the idle screw turned out 2 turns I now have 850rpm idle no more surging or high idle..... cost 4 bucks for jb weld. After sitting for close to a year with various problems it is now on the road. Currently has total chaos kit on it so next project is linking the rear end.
