What does cut out signify ?

 

Means that you have to remove some of the metal around the wheel well for either larger tires or more articulation while off-roading.

Do they make some that just bolt on with out drilling or cutting the metal?

 

Not sure if they make any that drilling isn't required.They do make other kinds though. These are around $440/set

I am going to assume since he mentions 1993, But does not state 4Runner or truck.
90-95 4Runner and 89-95 PU, For the front.
4Runner and PU have different rear fenders so not sure What he has.

 

yeah thanks i did not even see the 1993 well if anyone has a set of cut out fender flares for 87 4runner I'm looking
