22RE 2WD average fuel economy and can it be improved?
I just checked the mileage on my '94 pickup 2WD and it came in at 27mpg and change at mostly 65-70mph highway with A/C. The truck has 188,000 mi, but the engine only has about 5000. I know engines get better economy after break in(I'm covered there), but is it possible for me to break 29 or 30mpg? I have to drive 140mi a day and even my tired Mustang SVO 2.3 turbo only gets about 25.

Try this...
Inflate tires(less rolling resistance)
drop weight(seats, woofers, trash, body panels, shell)
lighter wheels(rotating weight)
aerodynamics(front lip, lower ride height, rear spoiler)
better gas(pays off)
make sure you are tuned(plugs, wires, timing, filters, injectors, good airflow...headers/intake)
drive in a tail wind(i got 67 mpg in my 92 civic vx...its designed for fuel economy)

yes its possible, for the most part its not worth it. I'd go full synth, and make sure everythings tuned up and just drive it. 27 isnt bad at all! If gas mileage is that much of an issue sell it and buy a metro or something

2.) It's a stock '94 shortbed with the AM/FM/cassette player. Not much to get rid of. Wouldn't a shell actually reduce wind resistance and improve mileage?

6.) Only thing not new is the plug wires. Cap, rotor, plugs, and engine are all 5000 miles old. Air filter is nice and white.
7.) I've actually had a crosswind on the highway the last few days. Climbing the Gape Vine outta Bakersfield kills the mileage too.
I've thought of that, but easier said than done. The limit is 70 for most of my drive. I do between 70 and 75 and you'd think I have the truck in reverse with how fast people go by.
My goal is just 28mpg, but I actually gave it some effort and only landed 27. If I can do better, darned if I won't try!

What is the condition of your O2 sensor. This is a leading cause for poor gas mileage. I replaced mine with a factory unit (worth the cost, don't bother with
any other brand) and my mileage shot right up.

Also, keep in mind areodynamics. Your truck has a bit more drag and isnt as areo as a car. I for one had 22mpg while in my 4runner with 33s if I drive it right, then got the lift and went to 18-19mpg.

Ok what the heck is with the Spoilers? They create drag, how can that be good for fuel economy?
How about putting a lightweight cover over the bed? Vinyl cover? I read that tail gate down is worse than having it up. Is that the principle behind a spoiler? Silly things, I was under the impression the kept your car pressesd on the raod in formula one cars, and were precisly tuned to balance drag vs down force. I see them on cars with front wheel drive and giggle. Why do you need to press your back wheels to the ground at 60 MPH? bah.

TORNADO? You have got to be kidding! Do not put that air line restricter into your intake. THose things are not going to improve your economy. Read this:
