You also don't give your make/model/year/engine. Sometimes (lots of times) it matters.

That's probably not in the CONTROL ASSY, HEATER OR BOOST VENTILATOR . If the valve under the hood is stiff (and the actuator wire is off), you may just need to replace the Valve Assembly, Heater Water https://parts.lakelandtoyota.com/showAssembly.aspx?ukey_assembly=482350&ukey_make=1 060&ukey_model=15426&modelYear=1987&ukey_category= 21649&ukey_driveLine=6708&ukey_trimLevel=18292 , and re-attach the actuator wire.

The Control Assemby is just a combination of levers that pull actuator wires, plus the motor switch (which you say works). I would consider carefully removing your current control and figure out what, if anything, is wrong with it. You already know that the Valve Assembly is probably bad, so you don't want to replace the wrong part if you can help it.

PS Have you tried something like Armor-All on all that plastic?

Good post scope, OP, you’re gonna have to dig into it and get it sorted, but once you get stuff apart it isn’t that complicated and it will be worth your time. Way better than the defroster units your looking at in your other posts. You can also get the heater control faceplate off of eBay they are not hard to find.

Before buying parts, lets investigate where, exactly, the problems you are having lies. You may have bad or stuck levers and cables or broken parts on the other ends of those rods / cables.

It does sound like your heater control valve is corroded to the point that it is very hard to turn (Vise Grips) and should be replaced.

The face plate is separate from the heater lever assembly (Control Assembly, Heater or Boost Ventilator). The face plates get damaged primarily by the sun, and get brittle over time with temperature changes, UV damage, and people poking at the face plate.

It looks like your interior was .... not really in the interior. The mud and water droplet rings in the mud suggest that the interior was fully exposed to the elements at some point.

The face plates I have seen on eBay are more expensive than what my local dealer charges (and they charge full MSRP).

If you need some new knobs (it looks like you are missing two), they are pretty inexpensive from Toyota. Knob part number: 55905-89110
