issues at 15k

hey guys, I just joined so not sure if this is beating a dead horse or not but I have some issues with my daily:

I completely rebuilt the 22re in my 93 pickup about 15k miles ago. replaced pistons, cam (engnbldr crawler cam), rockers, had both head and block flattened out along with normal rebuild stuff. Was running fine until about a month ago and I started noticing that it left a dark wet spot on the ground from the exhaust during warm up. looks black when wet but turns brown after it dries and is kinda chalky. about this time I also noticed that the fuel economy had started to fall, and after a month has gone from 21-22 mpg to 17-18 mpg. My buddies computer says it's running lean and all but third plug back verify that, third plug is almost perfect brown and other three are white white. also in the past week or so in the mornings while the air temp has gotten lower it has a hesitation at 2500 rpms in first and second but hardly in third and not above, it seems that in the lower gears with less load on the engine it is worse.at first I attributed the residue and mileage drop to winter gas and more ethanol which creates more condensation but losing up to 80 miles per tank seemed excessive. also the computer says that at idle I'm at 4btdc even though I have set the timing per chiltons to the 6 it says under the hood, also must add that this was a jasper motor installed by previous owner so not sure if that timing is even correct. other than that I do know the cat has been knocked out as well.

I get 20 on a "brand new" Toyota OEM 22-RE.

New OEM vacuum tubes
Measure sensors
fuel pressure ok?
Fuel filter (a bitch to change without removing the engine, but doable. Use new OEM washers)
Measure TPS and air meter

I cut the end of of the vacuum hose to the pressure regulator to give it a tighter fit and only had a blip of hesitation yesterday and this morning but when I fueled up I only averaged 16.75 mpg! so I was just reading up on checking the tps and afm,the diagnostic port has a fuel pump terminal on it so for now I am assuming it would've showed up on the computer and the filter was new with the rebuild andit ran fine above 2500 rpm. if not one of these sensors i'll have to figure out a way to put a gauge on the fuel rail somewhere. thanks for the reply!
