Use a Garrett turbo, not a CT-20 (stock toyota).

For a small one, .42/.48 T3. It still supports about 200hp and will spool almost instantly on a 22re.

I'd suspect that the device the measures your tach signal isn't functioning properly or is misadjusted as the guys above have indicated.

I dunno the V6, but on the 22RE trucks, a tach signal is required to turn the compressor. It's designed to prevent the compressor from turning at too-low RPM.
