From the Bosal catalog, the part you linked is supposed to fit 1989-1995 4WD short wheelbase trucks with the 22R-E.

For your 1987 truck, it looks like you need Bosal 284-867 which fits 1984-1988...

I would only put any sort of coating, rust proofing, or paint on after any welding....

RAD4Runner's suggestion applies to making your own fusible link wire. Since you have a Toyota one, you just hook up one end to the battery and the other (metal plate end) to the fuse box.
