Hot rolled steel will need more prep work to paint/seal or weld, it is covered in a slag/film from the process.

Galvanised doesn't hold paint very well, and is toxic to weld.

Yeh stay away from zinc metal coated steel. You really Cannot paint it succesfully. Paint is where your rust inhibition should be, funnily, in the form of zinc phosphate primer hehe. Like mentioned, ud really want to clean the steel, no matter which steel u go at a minimum with degreaser, then roughen with a cupbrush on a grinder, then wax n grease remover, then zinc rich primer, then put it all together, then zinc phosphate primer, then topcoat then underchassis black.
