I have a 1997 Toyota Tacoma-v6-ext cab-4wd. My wipers(intermit) work just fine when it is dry out, all settings/timings work. When it snows/rains it will turn my wipers on to medium speed. I cannot turn them off or change speeds. I have no control over them after that. I am thinking it is a short/grounding issue/open wire or does something need replaced? Also my washer fluid no longer works. Has fluid, no leaks, good hoses/lines. What is the best checklist to follow to see what the problem is without replacing part after part. Thank you very much

Check the connections on the pump down at the bottom of the washer fluid tank. Make sure there are no frayed wires or anything.

You could check the wires in the steering column too.
