Wheeler's Steering Rack Bushings Question

Just got the Wheeler's steering rack bushing kit and was wondering
where the black steel bushing that is separate (not in the Energy parts bag) goes?

It is for the central mount, the I.D. of the bushing in the ES pack is too small for the metric bolt.
