Seat Bolt through floor board

Seat Bolt through floor board
I have a 99 4-Runner and the front seat bolt holding the seat to the floor has a nut under the floor board. The nut popped through the floor board. I looked under the truck, thinking I would see a hole into the cab, but no. I want to place a washer under the floor board so the nut won't pull through, but I can't find any access so I can put a washer under the floor board.
Can someone tell me how to access under the seat so I can place a washer to hold the nut in place?

If yours is like mine it's an upside down u-shaped (sort of) piece welded to the actual floor board.
Mine has done the same thing on the front left side and best as I can see the only way is drill through the floor to the underneath of the truck- though I haven't studied that option any further. Maybe cutting a hole off to the side big enough to get your washer through? Don't know how much that would weaken things, though.
So far I've left mine be. Prolly not the safest option but it'll have to do for now.
