Fog Light wiring...ahh crap!!

Lights are not working, could be the switch or the relay...anything else?

I got a new fog switch from the dealer and appearently it has been slightly re-designed. I was wiring it up last night and noticed that the Hella instructions have the relay and ground leads reversed in comparison to Corey's write-up. Which is which?

To test switch:
If I have the power lead connected to the switch, when I switch ON, I should get 12V on the relay lead...correct? If so, then switch is good.

To test relay:
When switch is on, assuming it works, I should get 12v on the leads to the lights...correct?

Sound right?

UPDATE: Hella 530s

Here is how things are wired:
Switch: top prong = ground
middle prong = 12V
botton prong = lead to relay

Relay: 30 = 12V
85 = ground
86 = lead to switch
87 = lights

What happens if 85 and 86 are reversed?

Every time I throw the switch, it illuminates and I get 12V at the relay, but no power to the lights and the fuse blows (20 amp). I thought it could be the relay, so I bought a new one and same problem happens. I thought it could be that the whole thing is working on a switched ground instead of switched power, but it is all directly wired and not through the vehicles circuits. WTF!!!!
