Hydraulic pulley tensioner isuue

Hello guys,
I'm trying to understand why my hydraulic pulley tensioner on my 99 4runner v6 is loose so much that I can move it with my hand? Does it suppose to move like that from the small metal pin under it? And I see people saying that a special tool is needed to hold it down... Do they meen that this pin under the tensioner need to go inside? and how do i suppose to push it down? and do i need to adjust it back up when im done?
Can someone please explain

Im assuming youre talking about for the timing belt. I used a big press to retract the pin. Then i used a small, i think 5.5 mm allen wrench to hold it in place and pulled out the allen wrench after install.
