2004 Tacoma doesn't have a VSV. The 2004 tacoma uses an electronic actuator.

thx - i guess that explains why i could not find it!
something is tempermental in the 4wd as it seems to work great sometimes but then will not work. I have read that the 4wd should be used monthly just to keep actuator lubricated - I have not been doing that

Not using it is not likely the problem. Especially on a newer truck. Toyotas are built better than that.

What do you mean by tempermental? Explain in detail please.

tempermental as it works great from one day to the next then will not work at all.
it seems to just work when it wants to. Maybe a bad or dirty connector ?
Is there any reported problems with the electronic actuators ?

light in dash works as designed - no flashing - it stays on when 4wd is working - turns off when shifting out of 4wd.
it is the stick 4wd - not the button

does the 2004 have a front differential sensor as I see it discussed in another thread regarding 4wd issues?
