The half inch flange on LCE's header is key if you're running an air injection system since this superheats the header, probably less important if you're eliminating air injection, or didn't have it to start with. I was told to avoid tri-y headers and stick with a four-into-one, and have been happy with the LCE header for years. I'm using LCE's torquer cam, seems fine, not a game changer, but it was one of many upgrades intended to boost torque and that definitely happened. With the carb change and other upgrades you're doing, I'd spend some time making sure you're in a good zone with your air-fuel ratio. Probably less of a problem with the 38, but I was running lean for a few months after I got my 32/36 hooked up and now I have a valve recession issue I will have to deal with eventually. That's my two cents, basically your plan seems like a good way to go, although you'll probably get 80% of your gains from the header and opening up the rest of the exhaust, 10% from emissions delete, and 10% from intake and carb. On the other hand, most stock carbs and emissions stuff is so decrepit at this point it needs to be replaced / removed.
